Support Consultancy for the Development of the Strategic Acceleration Project of Progresando con Solidaridad – PROSOLI.

Consultancy to support the preparation of the Institutional Strategic Plan (PEI 2021-2024) of PROSOLI, ensuring the quality of the theory of change proposed in the strategy, the incorporation of best international practices and innovative elements to respond in a sustainable manner to the challenges of the multidimensional poverty.

 

Preparation of the Diagnosis and Action Plan of SDG 4, 2019.

Technical assistance to the Dominican Government, through the Ministry of Education, to carry out a situational diagnosis, establish a baseline and prepare an Action Plan proposal for the achievement of SDG4: Inclusive quality education.

 

Design of a proposal of indices for the evaluation of municipal management, and for the definition of the conceptual aspects, indicators and general protocols of local development in each region, to be promoted through the regional technical offices and the central headquarters of FEDOMU , 2019.

Consulting financed by the European Union for the Dominican Federation of Municipalities, in order to establish instruments to measure the progress of FEDOMU in its institutional strategic planning and the objective of promoting local economic development.

 

Preparation of the Institutional Strategic Plan of the RD Logistics Cluster, 2019.

Technical assistance to the Logistics Cluster of the Dominican Republic for the elaboration of the Institutional Strategic Plan of the logistics sector with a view to placing the logistics sector as a key development axis of the Dominican Republic. The Logistics Cluster is a public-private alliance where government institutions, free zone companies and nationals come together to promote the development of logistics in the country.

 

Preparation of the Diagnosis and Action Plan to Address SDG 1, 2018.

Technical assistance to the Cabinet for the Coordination of Social Policies, through the UNDP, to carry out a situational diagnosis, establish a baseline and prepare and consult a proposal for an Action Plan to Address SDG1: End of Poverty.

 

Preparation of the National Export Promotion Plan Proposal, 2018..

Technical assistance to the Dominican Government, through the Export and Investment Center (CEI-RD), for the preparation of a sectoral plan to promote exports that involves the definition of pillars and strategic objectives, lines of action and specific activities and policies to be developed in the 2018-2030 horizon, and involves more than 80 organizations and work areas of the public administration and the private sector. It also established criteria for prioritizing potentially exportable goods to be subject to vertical export promotion policies.

Public spending on education and health in the Dominican Republic 2003-2013, 2014.

Study carried out for the Inter-American Development Bank (IDB). The objective of this research is to analyze and determine the participation of public social spending on education and health within the GDP, as well as the behavior experienced in it for the period 2003-2013, in order to strengthen social policies oriented towards these sectors.

 

Feasibility Study for the Development of a Higher Community Technical Institute Province of Santiago de Los Caballeros, 2013.

Study carried out for the Ministry of Higher Education, Science and Technology (MESCYT), with the aim of determining the demand and the needs of the student population for the development of a Higher Technical Institute at this point of reference.

 

Baseline study of the educational situation of District 03-02 Padre Las Casas, Azua, 2013.

Study carried out for Sur Futuro, with the aim of establishing a baseline of educational quality indicators in District 03-02, which allows reliable and high-quality information as a starting point to define the strategic educational plan of the area. reference.
 

Identification of Training Needs and Barriers to Trade in Exporting Companies, 2011.

Carried out at the request of the export and investment center of the Dominican Republic, with financing from the ISPRI program, executed by the CEI-RD with financial resources from the European Union.

 

National Innovation Survey, 2010.  

It represents the most comprehensive study carried out in the country in terms of innovation, both in companies and in Higher Education Institutions. It was carried out at the request of the Ministry of Higher Education, Science and Technology, and its results are in the process of publication and national discussion.

 

Need and Availability of Training Services in Agroindustrial Clusters of the Dominican Republic, 2009.

Made at the request of the Rural Economic Development (USAID/RED) project, executed by Abt Associates, Inc, with funding from the United States Agency for International Development (USAID). 2010.

 

Innovation, higher education and business activity in the Dominican Republic: An analysis of the articulation of companies, government and higher education sector in search of competitiveness, 2006.

Study carried out for the Ministry of Higher Education, Science and Technology (SEESCYT), with the aim of investigating the patterns of innovation in Dominican companies, the interaction between the productive sector and higher education institutions, and the role of the government in shaping of a National Innovation System.

Project financed by Action for Basic Education (EDUCA), under the auspices of the Program for the Reform of Education in Latin America (PREAL), with a view to presenting a diagnosis of the Dominican educational situation and identifying recommendations.

 

Productivity and competitiveness: Supply and demand for labor capacity in the Dominican Republic, 2008.

Project financed by the Technical Professional Training Institute (INFOTEP) and the National Competitiveness Council (CNC), with the aim of investigating the training market in the country, with emphasis on determining gaps between training supply and demand.

 

Children and adolescents outside the Dominican educational system, 2009.

Develops a quantitative and qualitative analysis of the causes and consequences of school dropout by children and adolescents. Study carried out at the request of the Socio-educational Forum.

 

Feasibility study for the development of the Higher Community Technical Institute (Community College) of San Luis, 2009.

It investigates the needs and demands of the San Luis area in terms of training and recruitment of labor, as well as the correspondence between these and the educational system, with a view to determining the social and economic viability of the Community College project promoted by Daytona. Beach Community College and the Dominican government.

Study carried out for the Inter-American Development Bank, which analyzes the impacts and potentialities of mining in the Central American region and the Dominican Republic.

 

Coordination of fiscal and environmental policy in the Dominican Republic, 2003.

Research financed by the Economic Commission for Latin America and the Caribbean (ECLAC). Published in ECLAC (2005). Environment and Development Series. LC/L, 2303. This study involved an exhaustive investigation of Dominican legislation on the environment and natural resources, as well as the identification of strengths and weaknesses of the different relevant entities.

Competitiveness and taxes: an analysis of the tax system on the costs of the export sector in light of DR-CAFTA, 2009. 

Carried out with financing from US-AID, this project studies the impact of the tax structure on the competitiveness of exporters in the Dominican Republic.

 

Foreign investment, free zones and taxation: an analysis of the implications of modifications to the income tax in the Dominican Republic, 2006.

Study carried out for the National Competitiveness Council. The signing of the CAFTA-DR Free Trade Agreement entails the need to readjust the tax incentive schemes currently established for free zone companies. In this study, the Pareto Consulting Group has estimated a model that makes it possible to measure the implications of different reform options on fiscal balances, the competitiveness of companies in free zones and employment, among other aspects.

 

Complementarities and sectoral linkages for the production of exportable goods in the DR-CAFTA countries, 2006.

It analyzes the way in which the CAFTA-DR countries complement each other in the field of production, and how the different productive sectors can link together to increase their exports by accumulating the origin of their offers. Carried out with funding from US-AID.

 

DR-CAFTA and Foreign Direct Investment in the Dominican context, 2006

Consultancy aimed at analyzing the impact of the Free Trade Agreement on the flows of foreign direct investment received by the Dominican Republic. Carried out with funding from US-AID.

Estimation of the impact of CAFTA-DR on the Dominican industrial sector, 2005.

This research estimates a partial equilibrium model to quantify the implications of the implementation of the CAFTA-DR Free Trade Agreement on the Dominican trade balance. Using modern econometric tools, the magnitude of existing potential markets for Dominican industrial products is also estimated.

Study “ Ex post Evaluation of Social Investment Funds in El Salvador (Cycle 2006 / OVE0223/Social)”, 2008.

Project financed by the Inter-American Development Bank, with the objective of evaluating the economic and social impact of a Social Investment Fund developed in El Salvador.

 

Impact evaluation of the Neighborhood Roads Rehabilitation and Maintenance Program in the Dominican Republic (DR-0013), 2006.

Research financed by the Inter-American Development Bank. This research made it possible to measure the impact of the indicated program on the living conditions of the beneficiary population, in terms of access to health centers and schools, community integration, income, migratory patterns, etc. The research was based on the application of matching methods through propensity scoring for the conformation of treated households and control households.

 

Quantitative evaluation of the School Breakfast Program (PAE), 2005.

Research carried out in coordination with the Modern Management Group, with funding from the United Nations Development Program, UNDP. The research was based on the application of matching methods through “propensity scoring” for the conformation of treated households and control households. This constituted the first local study to apply propensity scoring tools to form contrast groups.

 

Methodology design for the evaluation of the School Attendance Incentive Program (ILAE), 2005.

Consulting financed by the United Nations Development Program (UNDP). This consultancy resulted in the presentation of a detailed proposal for the design and implementation of a quantitative and qualitative evaluation of the ILAE, with a view to serving as input for the design of a comprehensive evaluation of the Solidarity Program. The design proposal suggested the application of differences-of-differences as a way to eliminate the biases of unobservable variables in the analyzed populations.

Collection and development: An institutional analysis of the tax authority in the Dominican Republic, 2008.  

Study conducted for the Center for Migration and Development. Princeton University.

CONADIS Institutional Strengthening Survey Report, 2014.

Study carried out for the National Council for Disability (CONADIS). This research included the completion of a national census of non-profit institutions that work with people with disabilities (ASFL), in order to analyze the status of these institutions for their strengthening.

 

Institutional analysis of the State Economic Canteens Program, 2006. 

Study carried out at the request of the Cabinet for the Coordination of Social Policies of the Government of the Dominican Republic. The objective of this project was to identify the strategic nodes that limit the management of Comedores Economicos in its mission of providing cheap food to the poor sectors of the Dominican population.

 

Study-Diagnosis on quality and access to justice in the Dominican Republic, 2006. 

Research sponsored by the Institutionality and Justice Foundation (FINJUS) and financed by the United States Agency for International Development (USAID). This consultancy evaluated the Dominican criminal justice system based on several criteria. The development of the project required conducting interviews with more than 1,000 users of the justice system (both victims and defendants, and including defendants at liberty and prisoners).

 

Organizational reform proposal for the Dominican Telecommunications Institute (INDOTEL), 2009.

It included the analysis and diagnosis of the organizational structure of the aforementioned entity, and the proposal of pertinent recommendations for its restructuring at the managerial, departmental and operating unit levels.

 

Survey and analysis of various Organizational Climate Surveys (ECO), several years.

Consultancies carried out at the request of OPITEL. These consultancies covered the development of a conceptual model for the determination of the determining factors of employee satisfaction, motivation and loyalty, as well as the estimation of the relevant parameters from primary data collection.

 

Development of a Business Information System for the Dominican Industrial Sector, 2009.

This consultancy allowed the development of a new business information system, administered by the Association of Industries of the Dominican Republic.

Estimated supply of human resources for the functions of Advanced Software Developer Engineers, 2006.

Study conducted at the request of Verizon International Teleservices as part of its strategic planning process.

 

Analysis on the assessment of number portability in the Dominican telecommunications market and its eventual impact on user migration rates, 2006. 

Study carried out for Verizon Dominicana, as an annex to a “position document” prepared in response to a request for an opinion from the Dominican Institute of Telecommunications (INDOTEL) on the implementation of number portability services in the Dominican Republic.

 

Habits of use of Communication and Information Technologies in the Dominican Republic.

Study carried out at the request of the National Statistics Office of the Dominican Republic. 2009.

Study of social and cultural practices in cooking food in the South Region of the Dominican Republic, 2013. .

Research carried out for Sur Futuro and its central axis is the improvement of the quality of life of the most vulnerable population in the southern part of the country, with the use of functional instruments for cooking food, such as the stove.
